Bandicut 3.1.0 (03/22/2018) - new Bandicut design

1. Improved usability of the new Bandicut design.
2. Bugs fixed
- Restored frame-by-frame seek function using the mouse wheel.
- High-speed mode: A temporary file remained when a user used the "Merge segments" option in Cutter.
- Bandicut UI was broken when a user changed DPI scaling in Windows display settings.
- Other minor bugs fixed.
